Mr. DeLuca is the President and CEO of Wilcon Holdings, LLC, a communications infrastructure business based in Los Angeles. He joined Wilcon in December, 2011 to lead the company’s expansion in the fiber optic network and data center sectors.
Previously, he served as President and CEO of FiberNet Telecom Group and was a member of its board of directors from 2005 to 2009. Before this, Mr. DeLuca was Senior Vice President – Finance and CFO of FiberNet from 1999 to 2004. The company owned and operated metro optical networks, colocation facilities and data centers in New York and New Jersey. It provided integrated communications services to domestic and global carriers, Internet companies and other network-intensive businesses.
Mr. Andalon is the Controller of Wilcon and oversees all accounting and finance matters. Before joining Wilcon, Mr. Andalon held various senior financial leadership roles at technology and service companies located in the Los Angeles area. Most recently, he was the Corporate Controller for Ixia, an international technology, where he directed that accounting function for over 6 years. He also worked at E&Y, leaving the firm as an audit manager.
Mr. Coyle’s background spans over twenty years. His focus is on improving the operational, financial and market position of businesses. Coyle is responsible for optimizing and growing the existing network in order to deliver customer solutions and driving growth. In his previous role as Senior Vice President of Operations for Zayo Group, Mr. Coyle focused on developing processes and procedures to ensure a consistent operating model across all markets that Zayo has purchased in the last three years. In this regard, his leadership included growing some segments through selective investments, and divesting/rationalizing various segments of the business. Mr. Coyle is also a community-involved leader and dedicates time to charitable causes.
Mr. Daigle has over 20 years of leadership experience in the telecommunications industry. Previously, he formed and ran Broadband Asset Strategies, Inc. from 2003 to 2008. He also served as Director of Fiber Acquisition at Cogent Communications from 2000 to 2003 and Founder & VP of Business Development at Pathnet Telecom from 1993 to 1997. He also was the Chief Executive Officer and founder of Freedom Telecommunications, Inc. since 2007. In addition, he has held various positions at other communications companies, including Motorola and Sprint.
Mr. Messana is the Senior Vice President of Infrastructure and Operations at Wilcon. Previously he was the Managing Member of IX2 Center, LLC and IX2 Wilshire, LLC since 2003. He also has served as the Executive Vice President of Global Gateway, a developer of carrier hotels and data centers in Asia and the western United States. Prior to that, he spent seven years as Project Manager for the One Wilshire Building in Los Angeles leasing, managing and developing One Wilshire into one of the world’s most connected telecom buildings.
Mr. Nieves oversees all of Wilcon’s legal, regulatory, compliance and government affairs matters. Before joining Wilcon, Mr. Nieves was in private practice with the law firms Reed Smith LLP and Sheppard Mullin Richter & Hampton LLP. He is admitted to practice law in California. Mr. Nieves received his J.D. from UCLA School of Law.
Mr. Scales is responsible for managing sales, marketing and strategic carrier accounts in Southern California. He joined Wilcon in November 2013 and has more than 20 years of sales, management and strategic experience in the communications industry.
Prior to joining Wilcon, Mr. Scales was the President of the Western U.S. for Paetec Communications. He was responsible for managing Sales, Service and Engineering in eight western states.
Mr. Scales is actively involved in business and community service organizations such as United Way, Association of College and University Telecom Administrators and HITEC Organization.
Mr. Bender is the Senior Vice President of Business Development of Wilcon. He cofounded Wilshire Connection in 1998 and previously served as its President. Mr. Bender also was the Vice President of Operations of Global Gateway, a developer of carrier hotels and data centers in Asia and the western United States. He has also served as the Vice President of Asset Management at Downtown Properties/Mas Asset Management Corp., a $1.3 billion real estate portfolio.

Wilcon has announced it has successfully completed its integration of Wilshire Connection, a downtown Los Angeles fiber optic network operator, IX2, a data center company located at the One Wilshire Building, and Freedom Dark Fiber Networks, a high-capacity, regional dark fiber provider in Southern California. Effective immediately, all companies will operate under the Wilcon name.

In southern California, Wilcon says the integration of Wilshire Connection, IX2, and Freedom Dark Fiber Networks is now complete. The combination creates a regional infrastructure powerhouse that seems likely to be more aggressive than its predecessors were, and I expect we’ll be hearing a lot more from them in the coming quarters.
